Are Bush adminstration department heads like Foxes watching the hen house?
Are they there to covertly wreck the very departments they are there to run? Or at the very least to steer them away from their tradititonal roles and make them do the complete opposite of those roles?
Does this explain failures and perception of bungling by FEMA, Justice, and many other departments?
